The financial backing for this ambitious project comes primarily from a grant issued by the Department of Homeland Security, amounting to $21,850,000. Shelby County is contributing an additional $1,100,000 for architectural and design fees. After allocating $540,000 for construction project management and inspection, the city of Hoover has approximately $21,310,000 available from the grant.

When the bidding process opened, Hoover received two bids, both exceeding the available funding. M.J. Harris Construction Services LLC emerged as the lowest bidder at $21,309,748, and the council unanimously approved the motion, reflecting a strong consensus on the importance of this project.

Community and Economic Impact

Mayor Frank Brocato expressed his enthusiasm for the expansion, emphasizing the long-standing partnership between the city and the NCFI. Furthermore, the council authorized the mayor to execute an event agreement for the city’s annual 9/11 Stair Climb at the Riverchase Galleria and a joinder agreement with WeCare TLC LLC for employee medical care.
